Bud get but the problem is enlarged by the unrealistic propos als of the Board of fire commissioners the Board of police commissioners and some other department Heads. For the most part and with some major exceptions the finance Board Lias again demonstrated signs of wizardry by effecting some order from the Pic in lie sky chaos of realistic budgetary proposals reaching the staggering and ridiculous figure of higher than the voted last year. Tin Borough agencies wanted they seemingly ignored or shunned the proper responsibilities of office by recklessly accepting proposals to build up expenditures and gleefully shunting them along to lie Board of finance. The budget recommended by the finance Busard is Only higher than last years and it represents a 1 1-2 Mills tax increase to 311- 2 Mills for the inside District and a Mills increase to 30 1-2 Mills for the outside District. Another step in the right direction toward elimination of District differentials. It s a tightly drawn budget that leaves Little evidence of Opportunity of reduction. Well be surprised if it is not in creased presumably it will have to be. It is noteworthy that from the enlargements requested the finance Board recommends increases Over last year of for the school dept. For Public safety 300 i or health and sanitation for Public works. Reduced from last year Are general administration Public welfare and special appropriations less the general administration budget is less than last year. It could be further reduced with the elimination of the 100 per cent pay raise provided for burgesses from monthly to this Bonus should be deferred at least in til burgesses Are elected currently they Are appointed by party members of their wards. The finance Board has also indulged itself in a bit of unpalatable Buck passing. We refer to the recommendation of a pay raise for All Borough employees a proposal that risks the impossible the imposition of a Par value on Al a orcs of employees from top to Bottom. Naugatuck is not a poverty stricken Community. Its individual and Fahily incomes rank Well above average in Connecticut anal i new reasonable pay increases have been the lot of the average resident and municipal employees Merit recognition accordingly. Naugatuck can afford to remunerate its capable and Loyal employees on a Pur with com parable services i comparable communities.
